I know it's Ohio and all, but here in PA you can always contact your local PD and ask them to kind of keep an eye out for your home, that you won't be in town and you've had incidents of vandalism and trespassing and whatnot while you've been inside your home. If they pass by your building at all on their rounds, they'll make sure to pay attention to the surroundings.

Ooh neighbor ranting. Okay, here's my story... I have stories about crappy neighbors, but I guess the really big problem is my upstairs neighbor and water leakage.Whenever my neighbor takes a shower, water just pours down from the ceiling. My mom's bathroom ceiling has collapsed, she has an almost 2x1 foot hole in her ceiling. I have an 8x4 inch hole in my bathroom and the water just pours out and down the wall. We've been trying to get the super to come and fix the issue but he refuses because according to him, he'll come fix it as soon as the upstairs neighbor moves.It's like, WTF? What does her moving have to do with anything? But fine, you're going to wait, okay. So he tells us she's moving at the end of May. The end of May comes and she doesn't move. Then he says she's moving on June 8, that came and went, still didn't move. A few days ago, he tells my mom that she is FOR sure moving on Sunday (yesterday). Well it's Monday and she is still here.Unfortunately, this isn't the first time we've had holes. We've been having issues with the water leaking (other places and the bathroom) and holes for a couple years now. The super FINALLY came over to see them whenever it was last year and was shocked by them. I think in his head, he thought we were lying about how big of a problem it was. So what does he do? He just patches the holes and repaints. So when the holes started again, he was like, "didn't we fix this already?" No, you dumbass, you just patched the holes and didn't do anything with the pipes.I know some people reading this are probably thinking, "well why don't you just move?" and believe me, I wish we could, but there are money issues and it just isn't an option to move at this time. Okay, back to the story. How does my upstairs neighbor play into this? She takes anywhere between 6-8 showers a day. According to her, she is sick and the only relief she gets is by going and taking a shower. I honestly don't know if that is the truth or not. She knows that every time she takes a shower, we get water pouring down and I don't know if she cares or if she does it to be a bitch. I don't want to think badly of her, but that has entered my mind a couple times.As it turns out, we aren't the only ones in the complex dealing with problems related to her. I guess she's a prostitute! And has been caught many times having sex with men in the parking lot. Why she hasn't been arrested, I don't know. Why that isn't enough to throw her out, I don't know. I guess men have shown up at all hours of the day and night, screaming up to her to get let in the building. I'm guessing she's performing sexual acts in her apartment. Makes me wonder if that is why she's showering so many times. The police have been to our building many times in the last couple of months, banging on the apartments of all those who live on the ground floor, on both sides of the building, to be let in because she won't buzz them in. My downstairs neighbor has had it, he's called to complain to the super about the issues, about MANY issues, but again, the super is refusing to do anything. My poor mother has been having trouble sleeping throughout the night because of the showers that this chick takes at like 2, 3, 4am. My mom has asked her repeatedly to please shower in the bathroom that is above my bathroom because of the water issues but also because whenever she showers it is SOOOO loud. But she refuses, so she showers in the bathroom above my mom's bathroom and even with all the doors closed, you can still hear the water in the pipes. So she hasn't slept well these last couple of months.I just don't understand why nothing has been done, I know the super is a rather dumb man, but one doesn't need to have a high IQ to realize that these are very important issues and need to be addressed in some way. I don't know why no one has gone to the owner, or the cops, or some legal person who deals with apartment related issues but I think it is time for us, as a collective group, to really crack down on these people/issues and get them fixed ASAP.I also found out that her brother was living with her last month and many people noticed he was wearing an ankle bracelet. They don't know why he's wearing the bracelet, but we found it rather interesting that he just showed up one day and started living with her. I don't even know if she told whoever she needs to tell that a new person was coming to live with her in the apartment, you know, to get them put on the lease. Now I found out, he was dealing drugs in the parking lot! I never saw it, but I know the downstairs neighbor saw it. I don't know if the downstairs neighbor called the cop, but I do know that one day, he chased off a customer and told the brother that if he didn't knock it off with the drug shit, he was going to beat the shit out of him and call the cops. When my mom told me this, I was like, ummm why didn't they just call the cops!? But whatever, it doesn't matter now because he was arrested a couple weeks after he started living here. So he's gone, but she's still here. And we found out she's like 6 months late on the rent.If it isn't one thing, it's another thing and this shit just keeps adding up and she's still not gone! I've wondered if she's performing sexual favors in exchange for being allowed to stay. You would think being 6 freakin' months late on the rent would be enough to get evicted, but now add in all this other crap and she's still allowed to live here? I just do not get it.Sorry for the long rant. I think me and Fallen are in the running for who writes the most on JJB!

I said "if you could just please check out the window to see if we're out there first, it will probably prevent a ton of problems" and they agreed. This day, their oldest son (about 9?) opens the back door, comes out onto the porch. He sees me, I see him, he just starts walking out into the back lot, leaving the back door to their house WIDE OPEN. Cue their dog, charging out the back, running directly for my dogs, who start freaking out. I start hollering "NO!" and saying to him "please come get your dog! Please put your dog back in the house!" and he's just standing there, starting at me, watching as I'm trying to control MY two dogs (on leashes) and his dog is running free, attacking my two dogs because they can't get away. I start hollering, even louder "PLEASE COME GET YOUR DOG" and there is literally a dogfight happening around my ankles. Barking, growling, snarling, all of it. Finally, the mom comes out, runs over, picks up her dog, and starts screaming at her kid about why did he let the dog out. He just shrugged. I wrestle my two into the house, and say to her "PLEASE do not let your dog out when I am in the yard" and she says "I tell them..." and I said "you son looked right at me, and then just left the door wide open" and she goes "I'm sorry, I will tell him again". Fortunately, for all the noise and scare it gave me, no one seemed injured.Cut to this morning. I don't know what's been going on with them, but their car hasn't been here for several days. But there are times when I think they are home, because I can hear noise from their apartment, slamming doors, see and hear kids going in and out, running and playing in the yard, etc. About 9:30 this morning, I hear knocking on their front door (several times), and then knocking on their back door. I figure it's kids from the neighborhood wanting to play. Then, loud knocking on my door. It's the local police. They start asking me questions. Do I know them? When was the last time I have seen either of the parents? How many kids have I seen? Do I know their ages? When was the last time I had seen one of the kids? I explain- I don't really know them, they just moved in. Both cops eyes about bug out. They said "how long ago?" I said, "about two weeks?" and the one cop goes "Good God". I said "what's wrong?" and he said "Well, we are here on a welfare check. We got a call that the kids have been left here alone. We knocked several times, and no one answered, so we tried the door. It was unlocked, so we went in. The inside of the apartment is trashed. Disgusting." and the other cop goes "I can't believe anyone could do that to a residence in two weeks". I said "wow. I had no idea" They said no one was in there when they went in, but they would have to contact Family Services, based on the condition of the apartment alone. And yes, three kids is too many for the code around here (for whomever asked). When I said they had three kids, the cop said "that's too many". I did see the little girl this morning, because she tried to let her dog out when we were out there. I told her "hang on a minute, honey. We'll be done in a second" so she shut the door. She waited, looking out the window, and I hustled my dogs inside. She went out with her dog after we went in, but the last time I had seen a parent was yesterday afternoon.And it's odd, because just this weekend, I was speaking to my other neighbor (who lives above them) and she told me the FBI had brought the two youngest kids back to the house in the middle of last week. She said she could hear everything through the floor. Apparently, the two youngest had been wandering around the neighborhood, alone, and had gotten lost. They were found crying about a half mile away, someone called the police to report it. The police came, and for some reason, contacted the FBI, who brought the kids home. The mom apparently said she thought she heard them outside the entire time they were gone. The FBI said she can't leave them outside alone at that age, even if she "thinks" she can hear them. There are a ton of kids in this neighborhood, so you can't distinguish kid noise from one kid or another. They said a report would be filed, and it would be reported to family services, so she MUST stay outside with them if they're going to be out. I hadn't really seen them outside since then, but didn't know what had happened. So the other neighbor connected those dots for me. But apparently, the parents have left the kids home alone in the meantime, as well. And the apartment is in such bad condition, the police are going to report them to family services for that now, too.Good grief.

In the basement, the room with the water heaters and what not, when it rains, water just pours into the room and there is now this huge water stain on the carpet in the hallway. Every time we've had to go into the basement during tornado warnings, the rain just pours in from a hole in the window/wall and the basement gets flooded and we can't sit or hide in the proper area because the water just pours in. We all have water stains on our ceilings from water issues near windows or door frames. My neighbor in the apartment right next to ours has black mold in her apartment. Three of her 4 walls in her bedroom have lines from ceiling to floor of black mold, I'm assuming it is growing on each of the wood frames in the wall. She's been quite sick this last week, who knows why, I'm sure the mold is probably to blame.I know we are all partly to blame, in regards to all the water issues, because we all see it, we all suffer from it, but all anyone of us has done is call the super to complain. But of course, that doesn't help because he doesn't do dick. So I know we should be finding someone higher up to get involved. I just think life and work and kids have just made everyone so busy that by the time you can call, it is after hours or it is the weekend and life again gets in the way. But I know we need to contact someone NOW. This shit is just crazy.Thank you for the information. I'll be looking into this.

My jerk neighbors have complained about my mowing the lawn (it was too low!) so I'm just avoiding them as best I can and hoping for them to leave....or for me to win the lotto and buy my own home (I'm saving but winning would make it happen faster).
