Can you sort of slink around at night and maybe watch which house apartment/building some of them (eventually) go back to? Or maybe the management folks know who some of them are, or can come over when they're carousing and ask them to stop? Can you make an audio recording of what their "playing" sounds like from inside your house?

It's what kids do I guess. It's annoying sure, but not much you can do. Guess that's why you were just venting.

The house next door is a rented house, so there's constantly new people moving in. It attracts the trashiest people with the worst kids. They play in my yard, kick balls into my house and car. Their parents are never home and no one is watching their kids.
