You basically just said what JCinWrappingPaper said but you re-worded it. She's saying his curse is that he remembers everything, which could be like a form of the other curses throughout (Snow and Charming never being together, Hansel and Gretel being homeless etc).

Emma was from FTL and has aged so why couldn't he. Regina said something about him looking familiar which also makes me think she saw him when he was young. If I remember correctly he was a redhead though in the pilot which may put a damper on this theory but wouldn't be surprised if the show ignores that fact.
