I don't know much about black hair, but I do know a black person in need of a perm when I see one, and she needs a perm.
What I said is that she needed a perm. And since some of you seem to be confused as to what a perm is, here is the definition:
perm 1 Noun a hairstyle with long-lasting waves or curls produced by treating the hair with chemicals

From my knowledge and personal observation, black people who usually opt for that particular hairstyle have some type of curl to go along with it to make it look nice, hence my comment.
