In a lot of parts of New England, everyone dresses more casually. Much more chunky sweaters/clogs/no makeup than in city areas (DC/NY). I think she probably
fits right in where she is.
Why does OP have a problem with Jennifer Garner's clothes?

I don't have a problem with the way she dresses. I kind of like the fact that she's not always glammed up like some celebrities do when they're out
getting groceries or whatever.
