Did she have a mole there, and maybe she scratched it? I used to have really long nails, and once when I attempted to scratch my back, I ended up nicking a
little mole I had back there, and I literally saw stars. Maybe she should get that checked, though.

It's really hard to tell from the picture..also from the picture we don't have an idea of how big it is.
What is the object's consistency? Did she have a cut there before? It could be a simple cut infected, etc.

My sister said it was hard, but after my mom had touched it awhile.. it's flat now or something like that. I haven't seen what it looks like in person
since I'm not home...

It is hard to tell from that picture. My first thought was tic or something embedded under the skin.
Does she know if there was a mole there before? If it gets bigger or stays painful definitely see a Dr. Some skin caners can start out like that.
