Westchester County and south of it.
edit: I'd probably include Rockland County too but that's pretty much it. |

See, I've never heard of where you are referred to as upstate. To me being generous os going everything east of Syracuse. West I've never thought or
referred to as upstate! Just everything north of NYC up to Quebec.
So for someone to call between Erie and Buffalo upstate to me was I was like that is Western NY not Upstate NY!

Yeah, it's both. Living here we always say WNY, but for purposes of elections and the politics of the state, we're referred to as upstate. Pretty much
not NYC and it's immediate area. You can look at it in the opposite.....what's downstate? Most would say Westchester and the NYC metro area/Long
Island.

Oh, I just count western NY as upstate too? It's like... both Upstate and WNY are upstate, but WNY is a special part of upstate?
