Yes, I had this issue with my HP as well.  After the warranty, my dad was able to solder the jack back in place.  If you can find someone that knows what their doing, you could get it done cheaper that $300.

I have a Dell now and it's ok.  Both my HP and my Dell have the scrolling enabled on the touchpad.  Our Dell's at work have the scroll thing on the keyboard -- I think the business versions of the laptops are more likely to have the trackpoint in the keyboard than the consumer laptops.
