Yes, that's true, and it's also true for many other companies.  Part of what affects the variance in the sizes is how BIG a stack they're cutting into, though-- so major companies like ON that are just mass producing to get the cash fast are cutting through ridiculous amounts.

In my opinion ON has some of the worst vanity sizing.  So many companies are falling back on vanity sizing and it makes it very difficult to ever know what size a person needs once they get past a size 4-- because often that's where you see the huge jump when you hold garments up next to each other.  I noticed the latest shipment of Nanette Lepore we got at work was sized differently, too-- I tried on a pair of pants in my regular size and they literally fell off.  I know my body didn't change, so it's pretty obvious what's going on there.

To the OP; did you check the fiber content of each pair of pants?  Depending on what they used (and how much), that could affect fit, too.
