The same way someone who spoke English moved to a country where the primary language was something other than English, that person should get to know that language just to really be able to function and survive. Hell, I went on a two week trip to Paris and still had to pull on my rudimentary French to be able to read signs, get directions in the subway sometimes, order in restaurants, etc. Many people there speak English. But as that's not the primary language, if I ever lived there, I'd need to learn French in order to fully be able to live my life. At least that's how I see it.
