It's also poor etiquette to ask somebody out on a date, choose a restaurant and not pay for their date's meal. What if he had chosen a restaurant unknowingly that was way of her price range, would she still be expected to cover her portion? Of course, she could choose not to eat-- but then it's just awkward to have a date that's eating and other that's not.
If he didn't want to pay, there are other kinds of dates he could do instead of going out to dinner.
One thing that weirds me though is that Happy Hour food tend to be cheaper and he still couldn't offer to pay that?
