That is completely untrue. It is the pilots job to avoid collisions. There are "rules" when you entered a controlled air space. There is a traffic pattern. Traffic controls directs and communicates but its always up to the pilot to know what's going on in respect to the air and those around them.

Having flown planes on multiple occasions and knowing that a good chunk of airports don't even have traffic control, I don't see this as being a big issue. As many have said, the kid was just relaying information to a grounded plane. It's not the end of the world.
