I have separate crates and originally crated them both. Then we went to a bathroom for the two of them, to make sure that they wouldn't kill each other and that they were housebroken. Now, I allow them free range of the apartment, and I have a potty pad in the bathroom in case they need it. They're both small dogs, so I gave up on hoping that their bladder would grow more capacity. But they're really good about only doing their business on the pads and outside.

I got both of my dogs through a rescue, despite being an apartment dweller. I just had to explain my walking routine, talk about my housebreaking experiences, and my prior experiences with the breed. Not all rescues have the same stringent qualifications for adopters.
