I think if someone is thinking, drawing and reading about children in sexual situations deep down they may want to act on that fantasy.

In that same vein, women (and men) fantasize about rough sex and maybe even rape. Rape is a crime as well.

Sometimes you read and imagine stuff so much it can translate into real desires that need to be fulfilled. That's when it gets hairy for me. Someone will read this stuff and attempt to harm a child.
There are men AND women who participate in rape fantasies, collect comics and movies that depict rape.  So are you saying those people should be punished too?  Even the women who can't exactly go out and rape someone in the way it's being depicted?  That just doesn't make sense to me.

This issue is a tad bit different, but Ive seen some of the manga characters and pretty much all of them look child-like but that doesnt' mean they're minors unless its explicitly stated.
