IF the PO wants to maintain that your packages were in fact already delivered to your door let the Postmaster know that you want to file a complaint of mail theft. It is one of two things. Either your mail was never delivered and it is a carrier problem (which they need to deal with, like it or not ) OR your mail was delivered and it is being stolen on a regular basis which they need to have Postal Inspectors investigate. Doing nothing is not even an option when you have this many packages disappearing in a small time frame.

Also get a PO box. Is it a pain? Yes but it sounds like you get a lot of packages and it is a bigger pain to pay for stuff and not get it. Plus in this situation your mail might be the next thing to start disappearing. Whoever you talk to though should know that you have a history of not receiving packages, not receiving a notice and then (after calling the PO) the package showing up at your door. Even though it was scanned as delivered days before. As a former USPS mail carrier that sends up red flags as to what the problem probably is.
