Depends on why it was terminated. Like if it was for academic suspension, then yes they could possibly receive it at another school. But they would have to be granted admission to the new school, which could potentially be a problem if their grades/academic record are/is that bad.
Now if it was for defaulting on a federal loan, they have to work that out with the federal government. Or if they were convicted of a drug related charge, then it's a permanent termination.
