Peer Guardian really doesn't help. All it does is block known IPs from outfits the RIAA/MPAA hire to monitor filesharing and harvest IP addresses.
All they have to do is have a dynamic IP address and Peer Guardian is worthless.
Anyway the cable company isn't spying on you. They have what is known as common carrier status which means that they aren't responsible for copyright infringement. But they have to act if made aware of it.
Once the cable company starts monitoring traffic, then they lose common carrier status and are responsible for any copyright infringement.
Basically the *AAs hire companies like Media Sentry to monitor filesharing networks. They harvest IPs and notify your ISP.
