It's because she's starting to see some of herself in Paige. Paige is showing she has passion and determination in wanting to find a way to make the world a better place. But Elizabeth, in her twisted views of course, sees her daughter's involvement in religion as fighting for the wrong "cause." She doesn't want Paige to lose that passion but instead channel it into something that Elizabeth believes is the "right" cause.

I don't think Paige would rat out her parents to the police or the FBI. Even with her anger and disconnect from her parents because of their secretiveness they are still her parents and she loves them regardless. Paige is old enough to realize what turning in her parents to the FBI would mean for her and Henry. They would be put into the foster care system or worse, possibly sent to Russia. Paige has said she wants to have a normal family, not that she'd prefer having no parents over the ones she's got.

I've suspected since the first episode, when Philip brought up the idea, their identities will be discovered because both of them or one of them will choose to defect. Philip is obviously much closer to making that decision than Elizabeth is. After this finale with Elizabeth suggesting Paige a KGB agent, it's looking like Philip will have to defect on his own.
