For some people, they can't afford insurance(my mom) and the state of Florida didn't expand Medicaid, so she can't get that either. I am not sure what she is going to do......

Good point, my comment was a bit short-sighted. Is she eligible for a subsidy? 



I'm not sure, I know that her employer does offer insurance but it is too expensive for her to buy.



Is it classified as too expensive or does she just consider it too expensive? Too expensive is >9% of income in my state I thing.

The states that didn't expand Medicare have a big problem and this has to be a nightmare for people in the "gap" in those states.
