Honestly, I don't think this bill passing will do much to help the situation.
Berry and Garner have deals with certain photo agencies and for the most part, are okay with being photographed. Particularly during award season or when there's a film to plug.

I understand protecting the kids, but celebrities shouldn't use them for publicity when it suits either.
