Then keep a close eye on your 12 year old.  Or write your Congressmen and express support for a law.

The point is if this is a social issue, it should be addressed through laws passed by Congress -- not dealt with through FDA policy with no medical evidence in support of such a restriction.  That's not the FDA's job and this arbitrary rule was outside their jurisdiction as an unelected body entrusted with making impartial judgements based on medical evidence alone.

Taking the morning after pill is a very unpleasant experience.  I'd bet if anything, doing it once would just encourage girls to get on proper birth control.  Which should be OTC too.
