I think it's more the intent of the law rather than it's actual application. The danger of this is that people can say or this is no big deal, they just have to say a text in order to graduate... but it would set a dangerous precedent and open a can of worms, where future laws could then be passed based on this one, saying for example that you have to prove that you were baptized or that you attended church for x amount of hours during your attendance in high school...
