I've never come across many people who do that (just lucky I guess because I know they're around). The problem I come across more is being stuck behind people who are overcautious and don't seem to realise that even though you have to go slow, if you go too slow you will lose momentum/traction. It makes the cars slide and of course when you're behind they're dictating your speed as well as theirs...
