Reuters doesn't mention whether or not that was the first time he asked though. Handily their link to the court documents isn't working so can't read the full story... I hate it when media outlets don't link properly. (edit: have now read said court docs and they're pretty perfunctory, but does make it seem like it was the first time?)

Though to be honest, even if he did wait this long to ask - that's a substantial amount of money that she's allegedly refused to pay back. I'd be suing too, especially if there was an explicit understanding that it was loaned not gifted. If he is correct then it's as much her fault for failing to pay him back earlier as it is his for not acting faster on it - the fact that she's now remarried is irrelevant. If you owe your ex then you owe your ex, regardless of how your personal life has moved along.

Of course she may well have a different side of the story and I wouldn't jump to a conclusion either way on who's right, they can thrash that out with the lawyers (assuming he's not screwed himself over on limitations by waiting too long) but people are reacting as if he's just some petty ass demanding Van Halen CDs back because she's pissed him off years later. 200k is not a small chunk of change.
