I think it might be something like this:
"Hi, Happy New Year. I love you (un chingon perro is sort of a slang term-un chingon after te quiero is kind of saying "I love you A LOT " and perro (adjective) is describing something great or fantastic) I love you and thanks to God for giving me such a special brother"

So the spelling is off, it might be better like: Hola Feliz Ano te quiero un chingon perro. Te quiero y le agradezco a Dios por darme un hermano tan especial" Agradezco is used for thanks because it's more formal than gracias when used in giving thanks to God.
