Look at Tressel, a man that I respected and am very disappointed in. He didn't report their NCAA violations for the same reasons (money) and all those dumb fucks did was get free tattoos and sell their shit. This school was helping to cover up child molestation and rape for god's sake. I definitely wouldn't expect them to roll over and tell the entire country what's going on inside their own program.

Is it what they should have done? You're damn right. Am I surprised they didn't? Not one bit.
Bottom line is,  the university is a business. The VP, AD, etc didn't get their positions because they care about the growth and development of the students. They got their positions because they know that in the end, its all about the money. What parent would send a kid to a school where the assistant football coach is rumored let alone legally charged with sexual abuse? What alumni would send money to a school that employs a known sex-abuser? Hell no they won't expose it. The administration is screwed up to think like that. But what they didnt count on was this getting out and screwing their reputation even worse.

As for being charged as an accomplice, the administrators and other witnesses weren't actually present or helped Sandusky sexually abuse the children before or during the act. The ones who failed to report it to Child Protection authorities have been charged with that crime because they were mandated reporters. I'm not sure that the grad assistant falls under that status or not, but the AD and VP definitely do. And they were also charged with perjury for lying to the grand jury.
