Who is telling you that it is acceptable to have an overflow of people at your wedding you can't seat? It has to be the hall wanting to take more money off of you. Just because the capacity of the building is one thing doesn't mean you have to use it. The seating capacity is there for a reason!

Pull up your big girl pants and start chopping down your invite list. This is the first of many compromises you are going to need to make during your marriage. I promise you that people will get over not being invited. If they show up and you don't have space for them you aren't going to like what they have to say about your reception.
I think you missed the part where I said this is COMMON with MANY weddings I've been to.  Instead of having tables where you can sit, they have those tall tables where you can stand around.
