If you are talking about 16 and pregnant the recruiter said because they haven't had prior service than only one parent can join to ease family strain and
that might only be for the air force.

I think he was talking about the GI Bill. I think they were joining for the educational benefits, and it might not be allowed for people who have children.
Isn't it just for people straight out of high school?

I have a friend whose married and they are both in the military and they have two kids. My sister tried joining while she had a son and she was not married and
they said she would have to sign guardianship over to someone else just bc she was an unwed mother
