COULD NOT CARE LESS...means you have done very little caring about the matter...in fact you have done the minimum amount of caring possible and do not plan on doing any more. COULD CARE LESS means you have done a fair amount of caring about the matter. Maybe you have cared too much and should in fact be caring less.

I also want to add 2 things:

Will's response was so smooth, tactful and classy that I bet Perez is angrily setting up his tripod right now, getting ready to make another overly dramatic and pointless video.
