Not that I've ever been aware of. Unless you import it into something like photoshop

If you have Adobe Acrobat software you can highlight and underline using the comment and markup toolbar.

You can use http://www.pdfonline.com/pdf2word/ to change the .pdf to a word doc and do it that way.
