I think people don't give Carmen shit about the boobs because she's always been so honest about them being fake, while Tori just looks stupid trying to

Tori very likely suffer from Pectus excavatum. It is a congenital deformity where several ribs and the sternum grow abnormally making the chest look dented.
Fillers or prosthetic implants can be used to fill the dented area. Tori's case in interesting, because her chest deformity is made more visible by the
implants
