Little bumps or little craters? If more the latter then they're probably from water, most likely because you washed your hands before they had fully dried.
In my experience it can take the better part of a day for the coats to not be squishy.

Kinda sorta. My first coat was thin and looked really streaky so I made the second coat thicker.

They're probably air bubbles. You can avoid them by applying really thin coats.

You should roll the bottle around rather than shake it.

Instead of shaking, turn the bottle upside down and roll it between your hands. It makes sure the polish is mixed up, but shaking too vigorously can cause
bubbles to form.
When you apply the polish, don't do it near a fan. For some reason, this causes bubbles on your nails as they dry. |

Shaking the bottle, a breeze, thick coats, a messed up top coat... all of these can causes bubbles/bumps.

Any time i use OPI polish that isn't metallic that happens. They also go bad REALLY quickly.
