Who is the deciding factor on whether the person is really dressed head to toe as a cow?
I can see people trying to take advantage of this......just wearing a shirt with a cow on it. Maybe taping a picture of a cow to their pants or something as well, lol, and trying to get a free meal. I mean, that's a pretty vague description. Are they talking like full on cow suit? (halloween style?) |
