I don't think they're blood brothers. I think the whole thing was to show Arlo's love/connection and "family" that Boyd/Ava/Arlo have made together. The entire season you'd see Boyd and Ava helping Arlo, making sure he ate, making sure he took his pills. Raylan watching Boyd's reunion with Ava outside the elevators. Boyd's got it all, including the love of Raylan's father.

Where as Raylan is alone and doesn't care at all. Doesn't care to hear about what's wrong with Arlo when Boyd tried to tell him about the dementia, doesn't care to find out, just wants him locked up. He checked out of his relationship with Winona and his baby, not bothering to look for a house, not showing up until 2am until she eventually gave up and left him. The ending was supposed to be sad with Raylan showing up at Winona the only person he has really who he doesn't even have, last she told him was to not come looking for her. But he has nobody, so it's sad he's showing up there at night to tell her about his day and asking her if she's going to just stay at her sisters and her realizing that Arlo meant to kill Raylan because he was protecting Boyd.

Raylan's a part time bouncer and living over a bar. I think we're supposed to see how alone and isolated he is and how low he is because of his own choices and actions.
