Only invite how many you can accommodate! Some may decline or not attend the day of but what about dates,etc.? Either way - it's incredibly rude to have someone show up and not have seating or dinner for them.
btw, My sister is extremely ghetto and brought family and friends who weren't invited to our reception! Lucky that our reception was a party type. But the food had to be stretched and that facility was more than enough for the ones I invited. But with the extra folks there was no room to dance. The guests had no idea and everyone had a great time. But still....

I promise you that people will get over not being invited. If they show up and you don't have space for them you aren't going to like what they have to say about your reception.
